From Classrooms to Farmlands: Why Nigeria’s 80% practical agric curriculum is the reform we’ve waited for

Introduction
For decades, Nigeria’s agricultural training institutions have produced graduates armed with theories but starved of hands-on experience. They could recite the Latin names of crop diseases, sketch the anatomy of a tractor engine, and quote textbook yields per hectare, yet many had never planted a seed, irrigated a plot, or operated the machinery meant to transform the sector they were trained to serve.

This contradiction has quietly undermined Nigeria’s agricultural potential for a generation. It is against this backdrop that the recent decision by the Federal Government, through the Ministry of Education, to overhaul the agricultural curriculum in polytechnics and colleges of education deserves not just attention, but full-throated support.

The new framework flips the old model on its head: instead of 70 percent theory and 30 percent practical work, students will now spend 80 percent of their training on hands-on, competency-based learning, with only 20 percent devoted to classroom theory.

It is, without exaggeration, one of the most consequential education policy shifts to come out of Abuja in recent years — and its implications stretch far beyond the walls of any lecture hall.

The Announcement and What It Contains
The Minister of Education, Dr. Maruf Tunji Alausa, unveiled the reform while receiving the report of the National Implementation Committee on the Review and Development of Agricultural Curricula for Tertiary Institutions in Nigeria. He described the shift as a major departure from the old structure and a critical step towards equipping Nigerian youths with skills that translate directly into productivity, in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

The scale of the review is worth noting. According to statements by the Executive Secretary of the National Board for Technical Education (NBTE), Professor Idris Muhammad Bugaje, the exercise produced 36 new and reviewed National Diploma and Higher National Diploma curricula, three Nigeria Certificate in Education curricula, and 31 National Occupational Standards, 27 developed entirely from scratch, with four existing ones updated to reflect current industry realities.

In total, the process yielded 70 new or reviewed training instruments. These are not cosmetic tweaks; they represent a systematic rebuilding of how agriculture is taught at the tertiary level, covering farming, agro-processing, agribusiness, and other segments of the agricultural value chain.

Perhaps the most striking justification for the reform came directly from the Minister himself, who was blunt about the scale of the failure the old system had produced. He pointed out that despite decades of agricultural training in Nigerian institutions, the country was still not converting its educational “input” into productive “output,” because graduates were poorly trained.

Many schools running agricultural programmes, he noted, did not even have demonstration farms, meaning students could spend years studying agriculture without ever practising it.

The numbers he cited paint a sobering picture of the cost: roughly 80 percent of Nigeria’s agricultural output still comes from subsistence farming, while mechanised farming contributes a mere 20 percent to the nation’s food output.

For a country of over 200 million people, with youth unemployment persistently high and food insecurity a recurring national anxiety, that imbalance is untenable.

The Minister of State for Education, Prof. Suwaiba Ahmad, added further context on the rationale for the review, identifying three core problems with the old curriculum: it was mostly theory-based rather than competency-based; it was antiquated and out of step with modern agricultural practice; and the training it provided was not delivered at the level of genuine, skill-directed instruction. The result, in her words, was a stream of graduates who were ill-trained, ill-equipped, and unprepared to contribute meaningfully to the country’s food security.

Why Practical Agriculture Matters for a Developing Country
Nigeria is not short of arable land, rainfall, or youthful energy. What it has lacked is the translation of these natural endowments into productive, mechanised, and commercially viable agriculture. This is where the practical-theoretical imbalance in our tertiary institutions becomes more than an academic footnote, it becomes a structural bottleneck to national development.

First, agriculture remains Nigeria’s largest employer of labour, and for many rural communities, it is the only viable pathway to livelihood. Yet the sector’s productivity has lagged far behind its labour absorption, largely because the workforce entering it, including graduates of specialised agricultural programmes, has not been equipped with modern, mechanised, and commercially competitive skills. A curriculum that spends four-fifths of its instructional time on practical work directly addresses this gap.

Graduates who have operated irrigation systems, managed demonstration farms, handled agro-processing equipment, and practised modern livestock and crop management techniques are far more likely to become productive farmers, agripreneurs, or skilled technicians than those who only read about these processes in a textbook.

Second, food security is a matter of national survival, not policy convenience. Nigeria continues to spend enormous sums importing food items that could, in principle, be produced locally at scale, from wheat to fish to vegetable oils. A tertiary education system that graduates agriculturists incapable of running an efficient, mechanised farm is, in effect, subsidising the country’s continued dependence on imports.

By contrast, a generation of graduates trained to run modern, productive agricultural enterprises can begin to close that gap, provided the practical exposure they receive in school is genuine and not merely a paper requirement.

Third, youth unemployment cannot be solved by theory alone. One of the most persistent complaints from Nigerian employers, including agribusinesses, is that graduates,  even from technical and vocational institutions, often require extensive retraining before they can be productive on the job. This is a costly duplication: taxpayers and families fund years of tertiary education, only for employers to fund a second, informal apprenticeship to make graduates job-ready.

A curriculum built around 80 percent hands-on training is designed precisely to close this gap, producing graduates who can step directly into farms, agro-processing plants, and agribusiness ventures, or, just as importantly, start their own, without needing to be retrained from scratch.
This is central to the government’s stated goal of turning graduates into job creators rather than job seekers.

Fourth, this reform aligns Nigeria with a global lesson about agricultural education. Countries that have successfully transformed their agricultural sectors,  from the Netherlands to Israel to parts of Southeast Asia, did not do so by training agriculturists in classrooms alone. They built systems where research stations, demonstration farms,  applied training were inseparable from the certificate a student eventually earned.

Nigeria’s shift towards 3 a competency-based, practical-heavy model is not a radical experiment; it is an overdue alignment with what has worked elsewhere, adapted to local realities.

The Hard Part: Implementation
It would be a disservice however, to treat the announcement of a new curriculum as the end of the work. The Minister himself acknowledged one of the reform’s biggest structural weaknesses when he noted that many institutions offering agricultural programmes do not even have demonstration farms. An 80-percent-practical curriculum is only as good as the practical infrastructure available to deliver it. Demonstration farms, functional irrigation systems, modern equipment, agro-processing facilities, and, critically, well-trained instructors who are themselves competent in practical agriculture, are all prerequisites for this reform to succeed rather than become another well-intentioned policy that withers on.
This is why the emphasis placed by both the Minister and the National Board for Technical Education on collaboration with institutions, industry players, and other stakeholders is significant.  Ahmad’s call for comprehensive rollout — including sensitisation of academics, teachers, and industry representatives on the rationale behind the reform, should not be treated as a formality. Teachers accustomed to decades of lecture-based instruction will need genuine retraining and support to deliver competency-based, practical education effectively. Without deliberate investment in teacher capacity and farm infrastructure, there is a real risk that the “80 percent practical” label becomes aspirational rather than actual, a curriculum document that looks transformative on paper but changes little in the lived experience of students.

Institutions must also be resourced adequately, and funding bodies, and industry partners will need to see this not merely as a Ministry of Education initiative, but as a shared national investment.

Public-private partnerships, industry-sponsored demonstration farms, and structured internship pipelines between agribusinesses and tertiary institutions could all help bridge the gap between the ambition of the policy and the reality on the ground.

Conclusion
Nigeria cannot afford another generation of agricultural graduates who know the theory of food production but have never grown, harvested, processed, or sold anything themselves. The shift to an 80 percent practical, 20 percent theoretical curriculum in our polytechnics and colleges of education is a bold and necessary correction to decades of misalignment between what our institutions teach and what our economy, and our people, actually need.
If implemented with the seriousness it deserves, backed by functional demonstration farms, well-trained instructors, and strong industry partnerships — this reform has the potential to do what decades of agricultural policy pronouncements have failed to achieve: turn Nigeria’s vast agricultural potential into tangible productivity, food security, and youth employment. The curriculum has been reviewed. The real test now lies in whether our institutions, our teachers, and our stakeholders rise to deliver on its promise.

For a developing country like Nigeria, where agriculture remains both an economic lifeline and an underexploited opportunity, this is a reform whose time has truly come.
